The California Public Utilities Commission has created a strategic plan calling for net-zero energy commercial buildings by 2030, and net-zero energy residential construction by 2020. The plan also raises minimum energy performance through codes and developing financial tools for the support of net zero energy buildings. The utilities in California are already working on pilot projects and local governments are adopting standards that are more stringent than the state standards. A new website, www.Engage360.com, has been created to capture information on energy-related programs, including the net-zero energy projects.
